Questioning the Institution

L5: Selected Statistics

Society requires institutional entities to collect and often publish information, sometimes based on legal compulsion. Awareness of an institution's state requires the context provided by these statistics, even if they are imperfect or exceedingly difficult to interpret. In many cases, information is not collected either deliberately, unthinkingly or due to costs. In other cases, the information is kept private or hidden.

Dynamic Duality

On the one hand government and official bodies may collec and publish statistics. And on the other hand, any individual entity may collect and release relevant statistics. Anyone can question complacency in relation to institutional performance by selecting and highlighting just one or two publicly available measures. Public attention will be captured if the statistic is unexpected or shocking, or has been previously hidden to protect powerful interests.

On this basis, there will be two polarized Centres in the Tree: L5S and L5P.

and label L5SAll Relevant Information

The social Centre will be dominant partly because it constrains what can be revealed, and partly because it shapes a more nuanced characterization of any seemingly shocking single statistic. So it is placed on the right side of the Tree.

Channels

L5: The two polar L5-Statistics Centres are connected because for public awareness any large and complex data set (L5S) needs to be reduced to a few meaningful figures (L5P). At the same time any meaningful specific figure (L5P) needs to be checked against the fuller picture (L5S). In practice, all relevant information allows for selection, and the discovery of something shocking vindicates the collection and storage of relevant information.

L5S L5B is provisionally labeled Institution Exposure

L5 L4

The existence of relevant information-L5S naturally affects any narrative-L4B, ideally sanctioning the claims, but potentially undermining them also. In turn the narrative-L4B points to specific information-L5S that should be deemed relevant and therefore collected and stored.

L5S L4B is provisionally labeled Institution Monitoring

Specific disturbing statistics-L5P can undermine the credibility of a narrative-L4B. Any current narrative-L4B is likely to either welcome or cast doubt on the validity or applicability of those particular statistics-L5P.

L3P L2B is provisionally labeled Institution Reassessment

L5 L3 

Institutional information L5S provides assistance to critical analyses-L3P. The reverse applies in that analyses-L3P may identify relevant information-L5S that ought to be regularly collected to assist monitoring and future inquiries.

L5S L3P is provisionally labeled Investigation Support

However, analyses-L3P are not directly affected by a particular highlighted statistic-L5S unless it is identified as relevant by commissioning-L3S or becomes part of the narrative-L4B.

Commissioning bodies-L3S are sensitive to social dissatisfaction and disruption, and respect the potential significance of such statistics-L5P. So particular disturbing statistics-L5P can motivate commissioning bodies-L3S to institute investigations. Alternatively, these bodies can publicize a shocking statistic-L5P to justify their actions.

L5P L3P is provisionally labeled Investigation Instigation

General institutional information-L5S has little influence on commissioning-L3S unless the narrative-L4B or a particular statistic-L5P indicates some need. Similarly commissioning-L3S only affects collecting and publishing information-L5S via a report-L3P or by influencing the narrative-L4B.

L5 L2 & L1 

L2B-solutions and L1B-interests do not impact on institutional statistics-L5 directly, but they may generate effects if mediated by intervening Centres. Statistics-L5P and L5S similarly require to be mediated by L3-analyses or L4-narratives in order to affect L2B-solutions or L1B-interests.

L6: Debated Perspectives

The various vested interests in an institution each have their own perspective on issues that emerge. Because all will be using their power to influence the narrative and institutional functioning, their views need to be exposed. The media plays a key role here. However, if there is much public concern, governmental committees or agencies may be able to ask questions in public, and charitable reform-generating bodies may be willing to arrange a conference.

Dynamic Duality

On the one hand, articulate individuals representing powerful vested interests are expected to argue their perspective when particular institutional issues disturb the public. On the other hand, society needs bodies willing to organize and encourage questioning and debate in suitable fora, or there will be no exposure of positions.

This means that there will be two polarized but connected Centres in the Tree: L6S and L6P.

Debates-L6S will have the dominant influence because they provide the impetus and rationale for the presentation of specific perspectives-L6P. So it is placed on the right side of the Tree.

Channels

L6: The two polar L6 Centres will be connected because they depend on each other. The existence of diverse powerful perspectives-L6P generates urges to arrange questioning-L6S . Such calls for debate-L6S require individuals willing to argue their perspective-L6P. Those defending a particular vested interest will expect to argue it and will understand that hose organising debates will seek to juxtapose perspectives.

L6S L6B is provisionally labeled Improvement Momentum

L6 L5

Those who orchestrate exposure-L6S do press for availability of information-L5S so as to review the institution and understand what change may be required. The state revealed by routine institutional data-L5S often underpins calls for exposure-L6S of the positions taken by vested interests.

L6S L5S is provisionally labeled Change Exploration

A particular shocking statistic-L5P needs to be put into context of other information-L5S or be part of an influential perspective-L6P in order to influence orchestration of exposure-L6S.

Alternative perspectives-L6P will harness specific statistics-L5P to support particular positions and proposals, and protagonists may get confronted by them during a debate.

L6P L5P is provisionally labeled Change Justification

Perspectives-L6P are systems of belief supporting various vested interests that do not directly affect or get directly influenced by general information-L5S.

L6 L4

Both Centres also naturally tap into an existing narrative-L4B and vice versa, because the current narrative-L4B acts as a reference point for all discussion and governs potential change options.

When change is in the air, orchestrated debates-L6S intensify the current narrative-L4B. In turn, the narrative-L4B is liable to circumscribe challenges or provoke questioning-L6S of its credibility.

L6S L4B is provisionally labeled Change Orientation

Narratives-L4B are oriented to society as a whole, while vested interest perspectives-L6P are partial. As a result, perspectives-L6S strive to colour any narrative-L4B while resisting the pressure that any unfavourable narrative-L4B imposes.

L6P L4B is provisionally labeled Change Pressure

L6 L3, L2 & L1 

Neither pole will attempt to address specific concerns-L1B, solutions-L2B or issues-L3) without mediation by the narrative-L4B and institutional information-L5.

L7: Demands for Transparency

Narratives-L4 buttressed by Information-L5 and Debates-L6 enable a limited appreciation of the condition of the institution, because full transparency is normally lacking. Demands must be made for access to certain documents and statements if there is suspicion that they are deliberately being kept hidden to protect wrong-doing, incompetence or corruption.

Dynamic Duality

Demands can be made by anyone, but they often carry more weight if they come from social leaders like judges, legislators, and religious leaders or popular figures. The goals is to get transparency on behalf of society as a whole.

So, in the Tree, there will be a single balanced Centre: L7B.

Transparency-L7B is concerned to generate improvement and likely to steer efforts for exposure-L6S, affecting agendas and questions for representatives of powerful interests.

L7B L6S is provisionally labeled Improvement Reference

The compulsion to provide transparency-L7B will affect the positions presented by influential representatives-L6P possibly empowering some and weakening others. The distribution of influence-L6P and any public opposition to certain vested interests will affect the operation of compulsion-L7B to penetrate secrecy.

L7B L6P is provisionally labeled Improvement Pressure

L7 L5

There is no direct link to disturbing statistics-L5P or overall information-L5S because compulsion-L7B typically deals with materials and individual actions that intrinsically lie outside routine information gathering.

L7 L4

Compulsory transparency-L7B may be required because of the existing narrative-L4B or organised in his terms. Any narrative-L4B needs to take into account the potential for transparency-L7B in its development of credibility.

L7B L4B is provisionally labeled Improvement Installation

L7 L3, L2 & L1 

There is no direct link to consent in the lower Centres—L1B, L2B, L3S, L3P—because anything relevant here . Alternatively these Centres need to be mediated through higher levels to have any influence on compelling transparency-L7B.
